HighLevel pricing: what the core plans actually separate

HighLevel currently lists three standard monthly tiers: Starter at $97, Unlimited at $297, and Agency Pro at $497. The biggest structural differences are client sub-account capacity and agency/SaaS capabilities.

Pricing checked September 2026. Always confirm current merchant pricing before purchase; software pricing and usage charges change.
PlanMonthlyKey distinction
Starter$973 sub-accounts; unlimited contacts and users
Unlimited$297Unlimited sub-accounts, phone/email rebilling without markup, basic API
Agency Pro$497SaaS Mode, automated sub-account creation, markup capabilities, advanced API

Don't budget from the subscription price alone

Some communications and AI services have separate usage economics. HighLevel's support documentation says Phone System charges remain separate from Voice AI plan coverage. Its AI offering also has pay-per-use and per-location subscription options, so agencies should model expected usage rather than assuming every feature is included in the base platform fee.

Which tier should you investigate?

Starter is the logical place to inspect if three sub-accounts are sufficient. Unlimited changes the economics for agencies managing many client accounts. Agency Pro is the tier to investigate when SaaS Mode, automated provisioning, advanced API access or supported markup/rebilling capabilities are central to the business model.
